La titularización es una de las innovaciones financieras de mayor impacto en las últimas tres décadas. En la experiencia reciente de este tipo de aplicacionesse destaca la Argentina donde, en el marco de un plan económico de desregulación cambiaria y financiera, se intentó revitalizar la actividad económica mediante el impulso a la actividad inmobiliaria a partir de la implementación y securitización de créditos hipotecarios indexados por una Unidad de Valor Adquisitivo (UVA). Las UVA hipotecarias dominaron el mercado de crédito hipotecario e indexado argentino: entre mayo de 2016 y septiembre de 2018 el 73% de créditos UVA fueron hipotecarios, el 22% personales y el 5% prendarios. En solo 18 meses se otorgaron un total de 97.450 créditos hipotecarios, representando un crecimiento del 33% del stock total de créditos. Y si bien el instrumento era el correcto para expandir el crédito en un contexto inflacionario, en combinación con una crisis cambiaria, recesión y pérdida del poder adquisitivo del salario, las consecuencias fueron sumamente adversas. La crisis de 2018/19 frenó la expansión crediticia, inmobiliaria, frustró su titularización y las deudas de hipotecarias UVA debieron ser reestructuradas. Securitization is one of the largest financial innovations in the last three decades. This tool has meant a radical change in the way that finance is done by allowing to increase borrowable resources without capital advances, only with pure debt to operate. Mortgage credits are the best example of this. One of the most outstanding recent experience of this is Argentina were, in the context of an economic plan of currency and financial deregulation, the government tried to bust the languid economic activity by the implementation of inflation indexed mortgage loans (UVA, for it’s Spanish meaning). The UVA mortgage credit dominate all type of inflation indexed credit: between may of 2016 and September of 2018 the 73% of the UVA credit were mortgage, 22% were personal and 5% auto loans. Since its creation and up to September of 2018 97.450 mortgage loans were granted, representing a 77% of total mortgage credit of the period. The expansion of this type of debt and its securitization was not possible by the crash of the currency crisis of 2018/19.
