La gubernamentalidad de la seguridad a través de laprevención situacional ambiental de delito: El caso de Rosario (1995-2016)

Abstract

El presente artículo tiene el objetivo de analizar la gubernamentalidad de la seguridad, a partir de la prevención del delito como un prolífero dispositivo de intervención en Rosario desde 1995 hasta 2016. Nos proponemos por un lado, describir las iniciativas gubernamentales públicas destinadas a modificar y mejorar situaciones y/o ambientes urbanos para reducir las oportunidades de comisión de actos delictivos, en el intento de gestar un espacio público «seguro»; y por el otro, identificar las iniciativas de prevención del delito que parten desde los/ as ciudadanos/as intentando encontrar los modos en los que se involucran en el propio gobierno de sí mismos/as. Nuestro propósito, entonces, está focalizado en reconstruir el dispositivo de gobierno a través de la lógica preventiva. La sofisticación de las tecnologías de gobierno son especialmente atractivas para nuestro estudio y, en este sentido, consideramos vital concentrarnos en ellas ofreciendo un análisis que permita recomponer un mapa posible —no único ni unívoco— de combinaciones e hilvanado de la matriz discursiva y extradiscursiva del arte neoliberal de gobernar desde la experiencia local. Este artículo está basado en el análisis de documentos oficiales, de la prensa local y entrevistas semi-estructuradas a un/a funcionario/a municipal y a informante clave e integrante de organizaciones de la Sociedad Civil quienes se han desempeñado en áreas afines a nuestro tema de investigación.

The objective of this article is to analyze the governmentality of security, based on crime prevention as a prolific intervention device in Rosario from 1995 to 2016. We propose, on the one hand, to describe the public government initiatives aimed at modifying and improving urban situations and/or environments to reduce the opportunities for committing criminal acts, in an attempt to create a "safe" public space; and on the other, to identify crime prevention initiatives that start from the citizens trying to find the ways in which they get involved in their own self-government. Our purpose, then, is focused on reconstructing the government device through preventive logic. The sophistication of government technologies are especially attractive for our study and, in this sense, we consider it vital to focus on them by offering an analysis that allows us to recompose a possible map —not unique or unequivocal— of combinations and stringing together of the discursive and extra-discursive matrix of government. neoliberal art of governing from the local experience.
