La segmentación laboral en América Latina: Tres etapas de un largo debate

Abstract

Los problemas del empleo han ocupado un rol central en los debates sobre el desarrollo latinoamericano. En este texto se revisan tres momentos de ese debate: una primera instancia, centrada en la pregunta sobre aquella parte de la población que no lograban emplearse en la industria y los servicios modernos; una segunda instancia, vinculada con los efectos de la reestructuración capitalista y la difusión de la subcontratación; y la discusión contemporánea acerca del efecto de las transformaciones tecnológicas sobre las relaciones de empleo. El principal objetivo de esta revisión es aportar algunos elementos de las dos primeras instancias del debate que resultan claves para comprender el carácter específico que las transformaciones en curso pueden tener sobre los mercados laborales latinoamericano.

Employment problems have played a central role in the current debate on Latin American development. This short article analyses three stages of this debate: the first seeks to explain why part of the population could not get a job in the industrial and modern services sectors; the second aspect is related to the effects of the capitalist restructuring and the spread of outsourcing; the third stage deals with the contemporary discussion of the effect of technological transformations on employment relationships. The overall objective of the analysis presented in this text is to provide some insights on the first two issues, which are crucial to the understanding of the specific characteristics that the ongoing transformations may have on Latin American labour markets
