Hábitat deseable: Criterios locales sobre viviendas y barrios en un conflicto por relocalizaciones

Abstract

A partir de una investigación etnográfica sobre un conflicto por relocalizaciones en un asentamiento informal de La Plata, este artículo pone en primer plano los criterios de evaluación y valoración que construyen habitantes populares sobre el hábitat que desean, problematizando las concepciones que los relegan a un rol meramente receptivo de las políticas habitacionales y los proyectos de relocalización. Para ello, reconstruye la intervención de un conjunto de habitantes populares en la definición negociada –junto a funcionarios provinciales- del destino y las condiciones de su relocalización, y los criterios estéticos y prácticos que construyeron en este proceso. A partir del análisis de este proceso el articulo debate con ciertas miradas que reducen las prácticas populares a la lógica de la necesidad, contraponiéndolas con una noción integral del hábitat.

Based on an ethnographic research on a conflict over relocations in an informal settlement in La Plata, this article points out the evaluation and assessment criteria that popular inhabitants build about the habitat they want, problematizing conceptions that relegate them to a merely receptive role regarding housing policies and relocation projects. With this objetctive, the article reconstructs the intervention of a group of popular inhabitants in the negotiated definition -together with state officials- of the destination and the conditions of their relocation, and the aesthetic and practical criteria that they constructed in this process. On the basis of the analysis of this process, the article discusses with certain views that reduce popular practices to the logic of necessity, contrasting them with an integral notion of habitat.
