Contribuciones del enfoque estratégico relacional de Bob Jessop al análisis del accionar estatal

Abstract

El presente trabajo tiene el objetivo de abordar la discusión académica acerca de cómo analizar el accionar del Estado en la implementación de procesos de desarrollo. En este sentido, se recuperarán aquí algunas corrientes teóricas que han contribuido a esta discusión, haciendo énfasis principalmente en la propuesta de Bob Jessop de concebir al Estado como una relación social compleja y analizar su accionar desde un Enfoque Estratégico Relacional. Por último, se presentan los aportes principales de este enfoque para reflexionar acerca de cuáles son las dimensiones que es necesario considerar para estudiar el accionar del Estado en el proceso de producción social de servicios que garanticen el derecho humano al agua y al saneamiento.

The objective of the present work is to address the academic discussion about how to analyze the actions of the State in the implementation of development processes. In this sense, different theoretical streams that have contributed to this discussion will be revisited, focusing on the proposal of Bob Jessop to conceive the State as a complex social relation and analyze its actions from a Relational Strategic Approach. Finally, the main contributions of this approach are presented to reflect on what are the dimensions that must be considered to study the actions of the State in the process of social production of services that guarantee the human right to water and sanitation.
