Proceso de adopción del Pacto Mundial sobre Migración: Actores, tramas y repercusiones en Sudamérica

Abstract

El artículo tiene por objeto analizar las posiciones, tensiones y estrategias de los diferentes bloques y actores durante el diseño, el debate y finalmente la adopción en diciembre de 2018 del «Pacto Mundial para una migración segura, ordenada y regular”. A partir del análisis documental de los informes y documentos realizados a lo largo del debate, se estudian las principales tensiones que emergen entre los diferentes bloques, entre ellas, la regularización migratoria, el uso de categorías distintivas de migrante y refugiado, y la detención de migrantes como principal instrumento de control y criminalización. Estas cuestiones ponen de manifiesto los distintos paradigmas y concepciones sobre las migraciones internacionales entre países. El artículo se enfoca, en particular, en el rol de la sociedad civil del Bloque Latinoamericano y su perspectiva de derechos humanos dentro del debate. Finalmente, a un año de su implementación, se presentan algunas breves reflexiones sobre la escasa repercusión del instrumento en Sudamérica.

The article aims to analyse the positions, tensions and strategies of the different blocks and actors during the design, debate and finally adoption of the "Global Compact for safe, orderly and regular migration" in December 2018. Based on the documentary analysis of the reports and documents produced throughout the debate, the main tensions that emerged between the different blocks are studied, including the difference between regular and irregular migration, the use of distinctive categories of migrant and refugee, and the detention of migrants as the main instrument of control and criminalization. These issues highlight the different paradigms and conceptions of international migration between countries. The article focuses, particularly, on the role of civil society in the Latin American Bloc and its human rights perspective within the debate. Finally, a year after its implementation, some brief reflections are presented on the scarce repercussion of the instrument in South America.
