Avatares históricos del Estado Local, los servicios públicos y el cooperativismo en la ciudad de Villa María (Provincia de Córdoba , Argentina)

Abstract

La ciudad de Villa María está situada en la orilla del cauce del río Tercero al sudeste de la provincia de Córdoba (Argentina). Esta zona, ubicada en un punto intermedio entre las ciudades de Rosario y Córdoba, ha sido un enclave por donde pasó el trazado del Camino Real y que más tarde sería confluencia de diferentes vías férreas y de rutas nacionales y provinciales. Nos planteamos abordar críticamente esta construcción histórica en torno la ciudad de Villa María como unidad de estudio (Guber, 2009), tratando de reflexionar sobre los discursos de la “historia oficial” conformados en mitos organizativos (Wallerstein, 1999) e imaginarios económicos (Jessop, 2007). De esta manera, la importancia de analizar los avatares históricos villamarienses radica en la posibilidad de comprender cómo ha variado la relación entre el Estado local y la sociedad civil. Puntualmente, veremos dos elementos que nos permitirán reflexionar sobre: por un lado, la prestación de los servicios públicos a nivel local y, por otro, las manifestaciones de Economía Social (ES) vinculadas fundamentalmente al cooperativismo.

The city of Villa María is located on the bank of the Third river in the southeast of the province of Córdoba (Argentina). This area, located at an intermediate point between the cities of Rosario and Córdoba, has been an enclave where the route of the Camino Real passed and would later be the confluence of different railways and national and provincial routes. The historical approach requires us to analyze the discursive and extradiscursive elements (Jessop, 2007) that operate as contingent and contextualized and not as a sequential sequence of events. Therefore, we propose to critically address this historical construction around the city of Villa María as a unit of study (Guber, 2009), trying to reflect on the discourses of the “official history” formed in organizational myths (Wallerstein, 1999) and economic imaginary (Jessop, 2007). In this way, the importance of analyzing Villamarienses historical avatars lies in the possibility of understanding how the relationship between the local State and civil society has varied. Specifically, we will see two elements that will allow us to reflect on: on the one hand, the provision of public services at the local level and, on the other, the manifestations of Social Economy (ES) fundamentally linked to cooperativism.
