Debates políticos y contradicciones institucionales de la transición: comisiones de investigación, justicia y derechos humanos en La Pampa, Argentina

Abstract

En 1983, con el proceso de democratización de las instituciones del Estado se activaron diferentes mecanismos de participación política y social orientados a la búsqueda de respuestas y responsabilidades de los crímenes de la dictadura argentina. En línea con el trabajo de la Comisión Nacional sobre la Desaparición de Personas (CONADEP), las jurisdicciones federales comenzaron un recorrido análogo y en distintas provincias se conformaron comisiones investigadoras ajustadas a la historia política local. En este artículo se realiza un análisis preliminar del proceso de creación de comisiones de investigación en el ámbito provincial, específicamente, las iniciativas del gobierno de La Pampa, tanto del Poder Ejecutivo como del Legislativo. El objetivo de esta investigación apunta a reconstruir las actuaciones estatales y detectar las contradicciones institucionales y políticas al momento de conducir las investigaciones al ámbito judicial.

In 1983, with the start of the democratization in the institutions of the state, a different mechanism of political and social participation started to develop, oriented towards the search of answers and responsibilities for the crimes that took place in the period of Argentinian dictatorship. Together with the work of CONADEP (National Commission on the Disappearance of Persons), federal jurisdictions followed a similar path, which consisted in the establishment of investigation commissions in different provinces, taking into consideration the local political history. In this article, a preliminary analysis has been conducted on the process of creation of investigation commissions in the provincial sphere, more specifically, the initiatives that the government of La Pampa undertook in the executive and judiciary power. This investigation aims at reconstructing state actions and detect the institutional and political contradictions at the moment of conducting these investigations in the judiciary sphere.
