Sobre otredades y derechos: narrativas mediáticas y normativas sobre el acceso de la población migrante a la salud pública

Abstract

A principios de 2018, fueron presentados varios proyectos de ley con el objeto de regular el acceso gratuito a los servicios públicos de salud y de educación superior de aquellos migrantes internacionales que no revistieran la condición de “residentes permanentes” sobre la base de criterios de “reciprocidad”. Durante casi dos semanas, los proyectos concentraron gran parte de la atención mediática, instalándose como tema prioritario de la agenda pública. A través del análisis de dichos proyectos y de su tratamiento en la prensa digital hegemónica, este trabajo propone una exploración de las narrativas que circularon en relación al acceso gratuito de la población migrante a la salud, para posteriormente indagar sobre los efectos simbólicos que produce la hipervisibilización de una determinada posición política sobre el tema. Se aplicó una metodología cualitativa centrada en los análisis de discurso y de contenido con el objetivo de analizar la articulación entre el discurso jurídico y el discurso mediático e indagar el modo en que las narrativas que circulan a través de los medios hegemónicos instituyen y son instituidas por el imaginario social sobre la gratuidad del acceso a la salud para la población migrante. Como resultado, fue posible identificar tres operaciones discursivas: (a) el desplazamiento de la idea de salud como derecho a la salud a un objeto de negociación diplomática basada en la reciprocidad; (b) la asociación del desborde de los servicios de salud con la demanda de atención por parte de los migrantes, lo que oculta el carácter estructural de las deficiencias del sistema de salud, vinculadas a la regresividad de las políticas neoliberales en lo que respecta al reconocimiento de derechos sociales básicos, como la salud; (c) la negación de estos otros bajo el mecanismo del chivo expiatorio, representándolos como una “amenaza social” y como los “no merecedores” de la gratuidad.

At the beginning of 2018, bills were proposed to regulate free access to public health services and higher education for those international migrants who did not qualify as “permanent residents”, based on the “reciprocity” criteria. For almost two weeks, these projects concentrated a large media attention, establishing themselves as a priority issue on the public agenda. Through the analysis of these projects and their treatment in the hegemonic digital press, this work aims to explore the narratives that circulated in relation to migrants’ free health access and also investigate the symbolic effects produced by the hypervisibility of a particular political position on the subject. A qualitative methodology focused on discourse and content analysis is used in order to both analyze the links between legal discourse and media discourse, and also to investigate the way in which the narratives circulating through the hegemonic media institute and are instituted by the social imaginary about free access to health for migrant population. As a result, it was possible to identify three discursive operations: (a) the displacement of the idea of health as a right to health as an object of diplomatic negotiation based on reciprocity; (b) the association of the collpase of health services with the migrants demand for care, which operates by concealing the structural nature of the health system deficiencies, linked to the regressivity of neoliberal policies with regard to the recognition of basic social rights, such as health; (c) the denial of these others under the mechanism of the scapegoat, representing them as a “social threat” and as the “unworthy” of the gratuity.
