Bibliotecas populares a debate: Estado y bibliotecas en la provincia de Buenos Aires (1874-1880)

Abstract

Este artículo propone un recorrido por las medidas que, entre 1874 y 1880 procuraron atender a la cuestión de las bibliotecas populares en el interior de la provincia de Buenos Aires. Sin llegar a constituir una política bibliotecaria en sentido estricto, dichas iniciativas contribuyeron a la definición de un problema que sería encarado de manera orgánica posteriormente. Creemos que las dificultades para establecer una estructura sólida y permanente se debieron a una conjunción de factores. En primer lugar, a la naturaleza del sistema instaurado a nivel nacional en 1870 que planteaba una singular relación entre Estado y asociaciones civiles. En segundo, al proceso de configuración del Estado que se estaba produciendo en paralelo y que conllevaba debates conceptuales y conflictos jurisdiccionales. Por último, a la falta de especificidad del área que la subordinan a otras problemáticas y dificulta la formación de elencos idóneos y la asignación de partidas presupuestarias fijas, sometiéndose a los vaivenes políticos y económicos.

This article analyses the measures that, between 1874 and 1880, attempted to address the issue of popular libraries within the province of Buenos Aires. Without constituting a library policy in the strict sense, these initiatives contributed to the definition of a problem that would be faced organically later. We believe that the difficulties in establishing a stable and permanent structure were due to the combination of various factors. In the first place, due to the particular nature of the system established at the national level in 1870, which posed a unique relationship between the State and civil associations. Second, the state configuration process, both national and provincial, that was taking place in parallel and that involved conceptual debates and jurisdictional conflicts. And, finally, the lack of specificity of the area that subordinated it to other problems and hindered the formation of suitable casts and the allocation of stable budget items, subjecting it to the political and economic fluctuations.
