La estructura fiscal del municipio de General Pueyrredón: tensiones presupuestarias entre 2008 y 2019

Abstract

El artículo aborda el examen de los presupuestos del municipio del partido de General Pueyrredón (Provincia de Buenos Aires, Argentina) entre 2008 y 2017, caracterizando su estructura de ingresos-egresos y la evolución de la deuda del Estado municipal. Se procura establecer el tipo de vínculo establecido entre la administración local y los niveles de gobierno nacional y provincial, a partir del análisis de la evolución de las transferencias de recursos. Las fuentes utilizadas son presupuestos, informes anuales de contaduría y periódicos locales. La investigación aporta información acerca de las tensiones presupuestarias del ayuntamiento, definidas en gran medida por los déficits acumulados, las deudas impagas y la centralidad de las transferencias corrientes nacionales para equilibrar el presupuesto.

The article discusses the budgets of the municipality of General Pueyrredon (Buenos Aires, Argentina) between 2008 and 2019, characterizing their income-expenditure structure and evolution of the debt of the municipal State. Special attention is paid to the evolution and relevance of resource transfers from the national and provincial administration to the municipal government. The documents used are budgets, annual accounting reports, and local newspapers. The research provides information on the finances of the city council during the governments of Gustavo Pulti and Carlos Arroyo, largely defined by the accumulation of liabilities at the end of each year, the relevance of transfers from other jurisdictions as well as by the expansion of the city council's tax burden
