La región transfronteriza entre Argentina, Bolivia y Chile: transitando el accionar internacional subestatal

Abstract

El presente artículo aborda el accionar internacional de unidades subestatales de la frontera comprendida entre Argentina, Bolivia y Chile, como una subregión transfronteriza. La hipótesis sostiene que las unidades subestatales fronterizas de Jujuy y Salta (Argentina); Tarija y Potosí (Bolivia) y Antofagasta y Tarapacá (Chile) comparten un núcleo de problemáticas y prioridades que han contribuido a diseñar acciones coordinadas para su desarrollo, favoreciendo la formación de una subregión transfronteriza de intereses comunes. El objetivo es analizar la formación de esta región transfronteriza impulsada por las acciones de cooperación entre las unidades subestatales de los tres países en los ámbitos comercial, turístico, cultural, infraestructura. El trabajo se organizará en dos apartados. En el primero se estudiarán las asimetrías estructurales y políticas de la subregión, analizando factores medioambientales, económicos, infraestructura y de calidad institucional que motivan el accionar internacional subestatal. El segundo apartado se dedica a analizar las acciones internacionales que las unidades subestatales han diseñado, conformando una subregión transfronteriza de intereses comunes. Por último, nos detendremos en algunas reflexiones finales.

This article addresses the international actions of sub-state units on the border between Argentina, Bolivia and Chile, as a cross-border region. The hypothesis holds that the Jujuy and Salta (Argentina) border sub-state units; Tarija and Potosí (Bolivia) and Antofagasta and Tarapacá (Chile) share a core of problems and priorities that have contributed to designing coordinated actions for their development, favoring the formation of a cross-border region of common interests. The objective is to study the formation of this cross-border region, driven by cooperation actions between the sub-state units of the three countries in the commercial, tourist, cultural and infrastructure fields. In order to verify the hypothesis, the work will be organized in two sections. In the first, the focus will be in the structural and political asymmetries of the region, analyzing environmental, economic, infrastructure and institutional quality factors that motivate sub-state international action. The second section is dedicated to analyze the international actions that the sub-state units have designed, forming a cross-border region of common interests. Finally, we will stop at some final thoughts.

Cet article traite des actions internationales des unités sous-étatiques à la frontière entre l’Argentine, la Bolivie et le Chili, en tant que région transfrontalière. L’hypothèse tient que les unités sous-étatiques frontalières de Jujuy et Salta (Argentine), Tarija et Potosí (Bolivie) et Antofagasta et Tarapacá (Chili) partagent un noyau de problèmes et de priorités qui ont contribué à la conception d’actions coordonnées pour leur développement, favorisant la formation d’une région transfrontalière d’intérêts communs. L’objectif est d’étudier la formation de cette région transfrontalière, portée par des actions de coopération entre les unités sous-étatiques des trois pays dans les domaines commercial, touristique, culturel et des infrastructures. Afin de vérifier l’hypothèse précédemment énoncée, le travail sera organisé en deux sections. Dans le premier, les asymétries structurelles et politiques de la région seront étudiées, analysant les facteurs environnementaux, économiques, infrastructurels et de qualité institutionnelle qui motivent l’action internationale sousétatique. La deuxième section est consacrée à l’analyse des actions internationales que les unités sous-étatiques ont conçues, formant une région transfrontalière d’intérêts communs. En fin, nous arrêterons à quelques réflexions finales.
