Chile despertó: El modelo chileno, la matriz de desigualdad y la protesta de 2019

Abstract

Contrario al relato del supuesto éxito del modelo chileno, fundado sobre una mixtura de políticas económicas neoliberales y mecanismos jurídico-políticos de moderación institucional y contención de las disidencias, las movilizaciones iniciadas en octubre de 2019 dejaron al descubierto una profunda fractura que se escondía debajo de dicho relato. Las cifras de crecimiento económico, disminución de la pobreza, estabilidad económica, entre otros, parecen haber invisibilizado una situación de malestar que se incubó por décadas en el seno de la sociedad chilena. Este artículo busca resaltar algunas dimensiones que podrían explicar los motivos de ese malestar que dio origen a las movilizaciones iniciadas a fines de 2019. Particularmente, se presta atención a la matriz de desigualdad que existe en Chile, resaltando dos características de dicha matriz que se sitúan en el centro del malestar social: la precarización de la vida de los sectores populares y medios, por un lado, y la guetificación de la elite, por otro. Adicionalmente, el artículo da cuenta de algunas características del proceso de movilizaciones de 2019, mostrando las particularidades que hacen de este proceso un hecho inédito en Chile.

Contrary to the discourse of the supposed success of the Chilean model, founded on a mixture of neoliberal economic policies and legal-political mechanisms of institutional moderation and containment of dissidents, the mobilizations initiated in October 2019 revealed a deep fracture that was hiding beneath this discourse. The data on economic growth, the reduction of poverty, economic stability, among others, seem to have made invisible a situation of discomfort that was incubated for decades in Chilean society. This article seeks to highlight some dimensions that could explain the reasons for this civil unrest that motivated the mobilizations initiated at the end of 2019. Particularly, attention is given to the inequality matrix that exists in Chile, highlighting two characteristics of this matrix that are at the center of social unrest: the precariousness of the life of the popular and middle sectors, on the one hand, and ghetification of the elite, on the other. Additionally, the article shows some characteristics of the 2019 mobilization process, showing the peculiarities that make this process an unprecedented event in Chile.
