Actores sociales, derechos, roles e intereses involucrados en la concepción y el manejo del patrimonio arqueológico argentino

Abstract

La concepción y el uso del patrimonio arqueológico mueble en la Argentina ha ido cambiando desde hace aproximadamente 130 años. La efectividad de la legislación y de las políticas suelen ser desafiadas por diversos factores. Es necesario abordar el problema desde una doble perspectiva. Por un lado, considerar el marco legal y las políticas implementadas y, por otro, analizar el rol de los diferentes actores involucrados en contextos de diversidad cultural. Este trabajo se enfoca en la variabilidad regional y temporal de este fenómeno centrándose en la necesidad de adoptar un enfoque holístico para comprender la complejidad social y cultural del huaqueo y el coleccionismo a fin de diseñar políticas y mecanismos de protección más realistas, respetuosas de la diversidad y, al mismo tiempo eficientes, que contribuyan a cambiar prácticas y generar actitudes proactivas para evitar la pérdida de nuestros bienes culturales.

The conception and use of movable archaeological heritage in Argentina has changed over approximately the last 130 years. The effectiveness of legislation and policies have often been subjected to challenges stemming from various factors. It is necessary to approach the problem from a double perspective. This requires, on the one hand, to consider the legal framework and the implemented policies and, on the other hand, analyse the role of the different actors involved in cultural diversity contexts. This paper focuses on the regional and temporal variability of this phenomenon and the need to adopt a holistic approach to grasp the social and cultural complexity of huaqueo (looting) and collecting in order to design more realistic and efficient protection policies and mechanisms that respect diversity and contribute to changing the practices and generating proactive attitudes to prevent the loss of cultural assets.
