El ''discurso oficial'' del Ministerio de Desarrollo Social durante el gobierno de Cambiemos

Abstract

El artículo pretende reconstruir las relaciones entre el discurso, el Estado y lo político en función de la producción del “discurso oficial” del Ministerio de Desarrollo Social de la Nación durante el gobierno de Cambiemos. Allí, se indaga acerca de la reinterpretación del pasado en función de los mecanismos de gestión de la política social y la conceptualización del conflicto con las organizaciones sociales. Particularmente, la toma del mencionado estamento institucional, deviene de entenderlo como el espacio estatal donde se cristalizan las cuestiones relativas al conflicto producto de la pobreza, la exclusión y la desigualdad. Será sustancia de este escrito, entonces, el “discurso oficial” del Estado, esa práctica gubernamental que construye ficciones sociales y que les asigna identidades a los actores. En este campo más general, el punto de partida del trabajo se sitúa en el denominado paradigma “interpretativo”, dado que el objetivo que subyace aquí supone la indagación acerca de los significados que constituyen el mundo social. Para ello, la metodología utilizada es viabilizada por el análisis del discurso sociológicolingüístico desde el cual se analizan los datos construidos a partir de fuentes secundarias, es decir, entrevistas en medios de comunicación, entendiendo que las apariciones públicas de los funcionarios políticos hacen a la toma de posición gubernamental ante los hechos sociales.

The article tries to reconstruct the relations between the discourse, the State and the political based on the production of the "official discourse" of the Ministry of Social Development of the Nation during the government of Cambiemos. There, it is investigated about the reinterpretation of the past based on the management mechanisms of social policy and the conceptualization of the conflict with social organizations. In particular, the taking of the aforementioned institutional establishment comes from understanding it as the state space where issues related to the conflict caused by poverty, exclusion and inequality are crystallized. The substance of this article, then, will be the “official discourse” of the State, that governmental practice that constructs social fictions and assigns identities to the actors. In this more general field, the starting point of the analysis is located in the so-called “interpretive” paradigm, since the objective underlying the writing supposes the inquiry about the meanings that constitute the social world. For this, the methodology used is made feasible by the analysis of the sociologicallinguistic discourse from which the data constructed from secondary sources are analyzed, that is, interviews in the media, understanding that the public appearances of political officials make the taking of governmental position before the social facts.
