El Estado bajo la lupa del feminismo: Corriendo el velo de la ceguera y la ingenuidad

Abstract

El feminismo ha ido efectuando diferentes aportes a las diversas disciplinas sociales. Sin embargo, muchas veces, tales aportes quedan soterrados por construcciones, que por mayor sistematicidad o difusión, logran una visibilidad superior en la construcción del conocimiento en las ciencias sociales. A partir de ello, este artículo de investigación se propone revisar los aportes de la teoría feminista sobre el Estado que logran consolidarse entre las dé- cadas de 1980 y 1990. Asimismo, tales aportes surgen ligados a la emergencia de un posestructuralismo crítico que comienza a advertir la presencia de una vigilancia sobre las subjetividades en donde quedan particularmente incluidas, como lo permiten aseverar los aportes feministas, las corporalidades femeninas. En dicho ejercicio de control también cumplen un papel relevante las representaciones sociales dominantes sobre lo que supone ser mujer y la maternidad cuando corresponde, aunque allí nuevamente el Estado tiene su responsabilidad pues puede actuar subvirtiendo o reproduciendo el orden social de género. A partir de los registros teóricos anteriores, se afirma que las sujeciones que limitan las autonomías femeninas responden a un proceso bifronte que es socio-estatal, pues proviene de representaciones sociales dominantes e inacción estatal, con matices de acuerdo a los diferentes gobiernos, que intentan mantener amarrada la subjetividad a un orden social de género. En tal sentido, para reflejar esa realidad, nos detendremos en las desigualdades sociales de género ligadas a las tareas de cuidado al interior de los hogares. Ello tiene sentido por cuanto se afirma que la desproporcionada distribución sexual del trabajo no remunerado de tareas domésticas constituye una de las discriminaciones más estructurales que recae sobre el género femenino. Allí acudimos –a fin de mostrar la incidencia estatal– al último informe elaborado por el Comité de la Convención sobre la Eliminación de todas las Formas de Discriminación contra la Mujer (CEDAW) que corresponde al año 2016.

Feminism has been making different contributions to the various social disciplines. However, many times, such contributions are hidden by constructions, which by greater systematicity or diffusion, achieve a higher visibility in the construction of knowledge in the social sciences. From this, this text aims to review the contributions of feminist theory on the State, which managed to consolidate between the 1980s and 1990s. Likewise, such contributions arise linked to the emergence of a critical poststructuralism that begins to notice the presence of a exercise of vigilance over the subjectivities where they are particularly included, as feminist contributions allow, feminine corporality’s. In this exercise of control also play a dominant role hegemonic social representation of what it means to be a woman and motherhood when appropriate, although there again the State has its responsibility because it can act subverting or reproducing the social order of gender. From the previous theoretical notes, it is affirmed that the restraints that limit the feminine autonomies respond to a two-sided process that is socio-state, because it comes from dominant social representations and State inaction, with nuances according to the different governments, that try keep subjectivity tied to a social order of gender. In this sense, to reflect this reality, we will dwell on the social inequalities of gender linked to care tasks within homes. This makes sense because it is affirmed that the disproportionate sexual distribution of unpaid work for domestic tasks constitutes one of the most structural discriminations that fall on the female gender. There we will go -in order to show the State incidence- to the last report prepared by the Committee of the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW) that corresponds to the year 2016.
