Derechos y políticas sociales en Argentina: datos y propuestas

Abstract

El texto tiene por objetivo presentar los primeros datos y análisis elaborados por el Grupo de Trabajo del Protocolo de San Salvador para Argentina –en el transcurso de este año– en materia de derechos sociales. De allí, la oportunidad de contar con un diagnóstico sobre la situación actual de las políticas sociales –en tanto decisiones estatales en donde se objetiva el cumplimiento de los derechos sociales– y de identificar brechas y obstáculos que deben ser superados para garantizar el desarrollo pleno y con equidad de las ciudadanas y ciudadanos argentinos. Al mismo tiempo, los datos presentados adquieren un sentido particular en la actual coyuntura por cuanto permiten evaluar las acciones estatales implementadas por el Gobierno anterior (2003-2015) y por el iniciado en el año 2016. Ello posibilita identificar la importancia que le han otorgado y actualmente les otorgan a los derechos sociales –por medio de sus políticas– esas diferentes coaliciones de Gobierno que, a su vez, se posicionan a partir de distintas orientaciones político-ideológicas.

The text aims to present the first data and analysis prepared by the Working Group of the Protocol of San Salvador for Argentina -in the course of this year- in the field of social rights. From there, the opportunity to have a diagnosis on the current situation of social policies -as state decisions in which compliance with social rights is objectified- and to identify gaps and obstacles that must be overcome to ensure full development and with equity of Argentine citizens. At the same time, the data presented acquire a particular sense at the current juncture because they allow evaluating the state actions implemented by the previous government (2003-2015) and by the one initiated in 2016. This makes it possible to identify the importance they have given it and currently they grant social rights —through their policies— those different government coalitions that, in turn, are positioned from different political-ideological orientations.
