Propuesta de periodización y análisis de los actores intervinientes en el ciclo hidro-social del río Atuel, Mendoza-La Pampa (Argentina)

Abstract

El presente trabajo se propone ofrecer un avance de la investigación sobre el conflicto por el río Atuel, entre las provincias de La Pampa y Mendoza, en Argentina. El objetivo es, a través de la metodología cualitativa y la lectura crítica de las fuentes recolectadas hasta el momento, elaborar una periodización del ciclo hidro-social del río Atuel para estudiar los cambios que se fueron produciendo históricamente hasta la actualidad. Asimismo se busca identificar y estudiar a los actores que tienen participación en el territorio hidro-social y que intervienen en el conflicto. Como resultado se identificaron cuatro períodos que abarcan tres siglos (desde XIX hasta el XXI). En cada uno de ellos se conformaron diversos actores con distintos fines y que establecieron relaciones de poder que permiten contextualizar el conflicto por el acceso al agua. En el último periodo se presentan nuevas complejidades (extractivismo) y posibilidades de una solución.

This work offers an advanced report of findings of an investigation surrounding the conflict involving the Atuel River, which is located between the provinces of La Pampa and Mendoza, in Argentina. By relying on a qualitative methodology and a critical reading of the secondary sources collected so far, its objective is to develop a periodization of the hydro-social cycle of the Atuel River in order to study the changes experienced to date. Likewise, the concerns of the actors that participate and intervene in the conflict are identified and analyzed. As a result, four periods stretching over the past three centuries are identified throughout the study. In each of them, one sees the emergence of different actors who established and redefined, over time, power relations around access to water. These power relations are evident in the last period, in which new complexities appear, such as the promotion of extractive practices within the study area.
