Las transformaciones del movimiento cooperativo en argentina (1977-2006)

Abstract

Este trabajo se propone analizar las transformaciones que experimentó el movimiento cooperativo de trabajo y de crédito, frente al avance de programas económicos y políticas neoliberales en la Argentina. El análisis se enfoca en los inicios de la última dictadura cívico-militar, a partir de la promulgación de la Ley de Entidades Financieras en el año 1977, y hasta principios del S. XXI., con la llegada al gobierno de Néstor Kirchner y los primeros programas orientados a la promoción del cooperativismo de trabajo a través de disposiciones del Ministerio de Desarrollo Social. La economía solidaria se encuentra compuesta por varios actores, los más tradicionales e institucionalizados son las mutuales y las cooperativas. Estás últimas datan en nuestro país desde finales del S. XIX. En el caso de las de crédito, su auge se produce a partir de la segunda mitad del siglo XX mientras que las cooperativas de trabajo, reaparecen con mayor protagonismo a finales de 1990. La particularidad de estas entidades, es que son empresas y movimientos sociales al mismo tiempo los cuales, de acuerdo a la Alianza Cooperativa Internacional (1996)1, deben cumplir con una función transformadora de la realidad social en la que se encuentran insertas. En este sentido, el desarrollo y la transformación del movimiento cooperativo está íntimamente ligado al contexto político-institucional, socio-cultural y económico en el que debe desenvolverse, al mismo tiempo que actúa sobre ese contexto modificándolo.

This paper aims to analyze the transformations that the cooperative movement of work and credit experienced, as opposed to the advance of neoliberal economic and political programs in Argentina. The analysis focuses on the beginnings of the last civic-military dictatorship, from the enactment of the Financial Entities Law in 1977, and until the beginning of the 21st century, with the arrival of Néstor Kirchner and the first programs aimed at the promotion of cooperative work through provisions of the Ministry of Social Development. The solidarity economy is composed of several actors, the most traditional and institutionalized are mutuals and cooperatives. These last date in our country since the late S. XIX. In the case of credit, its boom occurs from the second half of the twentieth century while labor cooperatives reappear with greater prominence at the end of 1990. The particularity of these entities is that they are companies and social movements at the same time, which, according to the International Cooperative Alliance (1996) 1, must fulfill a transforming function of the social reality in which they are inserted. In this sense, the development and transformation of the cooperative movement is intimately linked to the political-institutional, socio-cultural and economic context in which it must unfold, at the same time that it acts on that context by modifying it.
