Un repertorio de acciones colectivas urbanas: los saqueos, el hambre y la vivienda cooperativa en la zona sur de Rosario

Abstract

El trabajo se propone problematizar las continuidades y rupturas de las luchas urbanas, entre la última dictadura militar y los saqueos de 1989. Desde el relato de los habitantes de Villa Dulce, en la zona sur de Rosario, se reconstruirá una crónica del estallido social. Entendiendo que este suceso visibilizó el reclamo por "tierra y vivienda" que llevaban adelante estos habitantes del borde urbano. Por un lado, se explorará cómo la experiencia de resistencia a la erradicación de la villa durante la dictadura se encauzó en una organización vecinal y cooperativa de vivienda en la década siguiente. Por otro, se indagará cómo la irrupción de los saqueos transformó la relación entre la cooperativa de vivienda y el Municipio. El objetivo es evidenciar un "repertorio de acciones colectivas urbanas" que se (re)configura por las experiencias, las negociaciones y las luchas de estos sectores populares.

The work proposes to problematize the continuities and ruptures of the urban struggles, between the military dictatorship and the looting of 1989. From de story of the inhabitants of Villa Dulce, in the southern part of Rosario city, a chronicle of the looting will be reconstructed. Understanding that this event made visible the claim for “land and housing” carried out by these inhabitants of the urban edge. On the one land, it will be problematized how the experience or resistance to the eradication of the slum during the military dictatorship was channeled into a neighborhood and cooperative housing organization in the following decade. On the other, it will be evident how the irruption of looting transformed the relationship between the housing cooperative and the Municipality. The objective is to demonstrate a “repertoire of urban collective actions” that is shaped by experiences, negotiations and struggles of these popular class.
