Espacios verdes ¿para qué y para quiénes? Territorialidades en disputa en el Área Metropolitana de Buenos Aires (1944-2016)

Abstract

En este artículo nos proponemos identificar y caracterizar las territorialidades que diferentes actores han buscado imponer en el Área Metropolitana de Buenos Aires con respecto a los espacios verdes. Nos interesa reconocer los proyectos políticos, sociales, económicos y territoriales más amplios dentro de los cuales se han enmarcado los diferentes modos de pensar e intervenir en torno a los espacios verdes, y explorar las tensiones que se han generado en relación a los mismos, sobre todo como expresión de disputas más amplias sobre diferentes proyectos de ciudad. Para ello, analizamos las siguientes cuestiones a lo largo de tres períodos (1945-1955; 1955-1982 y 1982- 2016): las modalidades en que distintos actores han intervenido para crear o modificar espacios verdes; los argumentos que han esgrimido para justificar dichas acciones; y los usos, objetivos y destinatarios que han atribuido a estos espacios.

In this article we aim to identify and describe the territorialities which different actors have endeavored to assert with regards to green spaces in the Buenos Aires Metropolitan Area. We are interested both in recognizing the wider political, social, economic and territorial projects which frame different ways of thinking about and taking action with regards to green spaces, and in exploring the tensions surrounding these kinds of spaces, especially as expressions of wider disputes over different projects of urbanity. To this end, we analyze the following issues for three periods (1945-1955, 1955-1982 and 1982-2016): the ways in which several actors have intervened to create or modify green spaces; the arguments they have invoked to justify these actions; and the types of use, users and objectives which they have ascribed to these spaces.
