This work evaluates the potential of using slidingmode reference conditioning (SMRC) techniques as a guide fornon-pharmaceutical interventions and population confinementto control the COVID-19 pandemic. SMRC technique allowsrobustly delimiting a given variable in dynamical systems. Inparticular, for the epidemiological problem addressed here, itcan be used to compute day by day the mobility reductionrequirement in order to limit the intense care units occupancyto a given threshold. What is more, it could impose a givenapproaching rate to the health care system limits. Simulationsare performed using the well-known SEIR model fitted to theArgentinian case to demonstrate what this control strategysuggests, while the effect of realistic period transitions betweendifferent confinement levels are also considered.
