El bienestar social durante el peronismo clásico. La expansión de los servicios de salud hacia las áreas rurales de los municipios de la provincia de Mendoza (1946-1955)

Abstract

La presente investigación tiene por objetivo central el estudio de los avances y retrocesos de las políticas sanitarias aplicadas principalmente en las zonas rurales de los departamentos de la provincia de Mendoza durante el período 1946-1955 . En este estudio se analizan por una parte, algunas medidas relacionadas con la medicina asistencial, como son la creación y mantenimiento de la infraestructura (hospitales, salas de primeros auxilios, etc.) y prestación de servicios; y por otra, con la medicina sanitaria y social, reflejadas en las campañas y otras prácticas sanitarias. Pretendemos así constituir un aporte al estudio de la gestión concreta del peronismo en el campo del bienestar social, frente al gran debate abierto en los últimos años no sólo en torno a la construcción, desarrollo y naturaleza del Estado de Bienestar Argentino, sino también en cuanto a las características que adquirió durante el gobierno peronista.

With the arrival of the Peronism to the government reforms took place in relation to the organization and functioning of the system of public health. But beyond his successes or failures, the care and the preservation of the health of the population, including that of the most remote and backward zones of the interior of the country, was one of the principal goals of the government of Juan Domingo Perón. From this, our central objective is to study the sanitary policies in the municipalities of the province of Mendoza during the period 1946-1955, attending to two aspects: the first one of them, related to the role of the national and provincial government in the execution of this public politics, and the second one, with the results, achievements and effects of the same one in the departments mendocinos. This empirical study, in which programs are arranged by results, will allow to know then the royal fulfillment of the aims established by the Peronism.
