El recorrido de la membresía argentina en el G20 (1999-2018): ¿Qué logró como honest broker la Presidencia del Grupo en 2018?

Abstract

El objetivo de este artículo de investigación es exponer el lugar del G20 en la política exterior de Argentina desde su ingreso como miembro hasta la presidencia del grupo, durante el gobierno de Mauricio Macri; así como unanálisis de lo acontecido en la cumbre de presidentes de noviembre de 2018. Se entiende a la participación en el grupo como una plataforma de relacionamiento con el mundo, así como escenario para la consolidación y cristalizaciónde la estrategia de política exterior implementada por cada gobierno. Se sostiene que la presidencia argentina del G20 se planteaba como una oportunidad para poner de manifiesto las necesidades e intereses de los países de la región frente a los líderes globales, planteando una agenda representativa de lasproblemáticas de la región tales como la desigualdad, la pobreza, la falta de financiamiento y su dependencia de financiamiento externo. Sin embargo, la agenda propuesta de presidencia argentina fue reducir las tensiones a unmínimo para garantizar el orden del evento. El cuerdo con el Fondo Monetario Internacional que debió firmar la Argentina y la propia inestabilidad financiera durante la presidencia del G20 pusieron de manifiesto la vulnerabilidad del gobierno y socavaron la ambición de posicionarse como jugador de grandes ligas.

This paper aims to expose the place of the G20 in the foreign policy of Argentina from its beginning as member until the presidency of the group during Mauricio Macri’s administration; as well as the perspective on what will happen at the summit of presidents of November 2018. Participation in the group is understood as a platform of relationship with the world, as well as a scenario for the consolidation and crystallization of the policy strategy externally implemented by each government. It is argued that the Argentine presidency of the G20 was presented as an opportunity to highlight the needs and interests of the countries of the region in the face of global leaders, posing an agenda representative of the region’s problems such as inequality, poverty, lack of financing and dependence on external financing. However, the agenda proposed by the Argentine presidency relegated these demands with view to reduce conflicts to a minimum and in order to build bridges with the agendas of developed countries. Moreover, as the year evolved Argentina went into a tailspin and was forced to sign an agreement with the International Monetary Fund.
