Un jaque a la movilidad urbana sustentable en las ciudades de la confluencia. Una mirada a esta problemática en tiempos de Covid 19

Abstract

El presente artículo surge de la necesidad en el contexto actual de replantear algunos aspectos que parecían inalterables en la temática de la movilidad urbana. Busca principalmente hacer un recorrido por los principales cambios evidenciados en distintos lugares del mundo a partir de la declaración de la pandemia originada por el virus COVID SARS-2- 2019, para, a partir de allí, reflexionar sobre los cambios evidenciados en la zona de las ciudades de la confluencia de los ríos Limay y Neuquén, en la provincia de Río Negro y Neuquén. Se recurrió en primer lugar a analizar los postulados básicos de la movilidad urbana sostenible contrastándolos con los evidentes cambios en los patrones de movilidad actual tanto a nivel mundial como a nivel regional. Finalmente se llega a una reflexión sobre las posibles medidas a tomar en el ámbito regional para evitar efectos nocivos en la movilidad urbana sustentable, basadas en medidas o acciones tomadas en otras ciudades.

This article arises from the need in the current context to rethink some aspects that seemed unalterable in the subject of urban mobility. It mainly seeks to take a tour of the main changes evidenced in different parts of the world from the declaration of the pandemic caused by the virus COVID SARS-2- 2019, to, from there, reflect on the changes evidenced in the area of the cities at the confluence of the Limay and Neuquén rivers, in the Río Negro and Neuquén province. In the first place, it was used to analyze the basic postulates of sustainable urban mobility, contrasting them with the evident changes in current mobility patterns both at the global and regional levels. Finally, a reflection is reached on the possible measures to be taken at the regional level to avoid harmful effects on sustainable urban mobility, based on measures or actions taken in other cities
