Perspectivas en pugna en el debate regional sobre la educación secundaria: un análisis de las visiones de organizaciones internacionales en América Latina

Abstract

Este artículo analiza cómo distintos documentos auspiciados por organizacionesregionales abordan la problemática de la educación secundaria en América Latinaen un contexto de ampliación de la obligatoriedad. Se examinan especialmentedos documentos, uno auspiciado por la OREALC-UNESCO y otro por elBID, con visiones contrapuestas sobre los fines y las estrategias de políticapreferenciales para este nivel educativo en la región. El análisis se completa conreferencias a otros tres documentos que complementan, refuerzan o extiendenlos argumentos de los dos primeros. El artículo contribuye a ilustrar las luchasde sentido que tienen lugar en torno a la posibilidad de plantear reformas quese orienten a garantizar el derecho a la educación, en particular para los grupostradicionalmente excluidos de éste y otros derechos.

This article analyzes how different documents sponsored by regional organizations address the problem of secondary education in Latin America in the context of the extension of compulsory education. Two documents are examined with special care, one sponsored by OREALC and the other by the IDB, with conflicting views on the goals and preferential policy strategies for this level of education in the region. The analysis is completed with references to three other documents that complement, reinforce or extend the arguments of the first two. The article contributes to illustrate the struggles of meaning that take place around the possibility of proposing reforms aimed at guaranteeing the right to education, in particular for groups traditionally excluded from this and other rights.
