De Institutos a Fondos Tecnológicos: la transformación del Estado argentino en la década de 1990

Abstract

El incentivo al cambio tecnológico para la competitividad de empresas locales es uno de los objetivos que persiguen los Estados cuando apoyan instituciones de ciencia y tecnología. A lo largo de la historia, el Estado argentino asumió distintas estrategias para hacer frente a esta cuestión. El objetivo de este trabajo es analizar la transformación en las estrategias que el Estado argentino adoptó frente a esta cuestión en la década del ´90. A fines de la década del ´50, el Estado se dotó de capacidades para ejecutar y difundir tecnologías mediante la creación de institutos tecnológicos. Sin embargo, a partir de la década del ´90, esta orientación fue modificada y se abordó la cuestión mediante la creación de fondos tecnológicos cuyo objetivo es promocionar el cambio tecnológico en las empresas mediante instrumentos financieros. El artículo estudia las consecuencias de esta transformación en la estructura del Estado argentino y la forma en que se replanteó la relación con las empresas a los fines del desarrollo tecnológico.

the incentive for technological change for the competitiveness of local companies is one of the objectives pursued by states when they support science and technology institutions. throughout history, the argentine state assumed different strategies to deal with this issue. the objective of this paper is to analyze the transformation in the strategies adopted by the argentine state in response to this question in the 1990s. as many scholars of the subject point out, by the end of the 1950s, the argentine state was equipped with the capacity to execute and disseminate technologies through the creation of technological institutes. However, starting in the 1990s, this orientation was modified and the issue was addressed through the creation of technology funds whose objective is to promote technological change in companies through financial instruments. the article studies the consequences of this transformation in the structure of the argentine state and the way in which the relationship with companies was rethought for the purposes of technological development.
