Éxodo o permanencia: herida y re-significación política en Santiago del Estero. Un análisis desde abajo y en clave local del primer peronismo (1930-1952)

Abstract

El carácter migrante del trabajador rural santiagueño se ha asociado comúnmente a los orígenes de un proceso de desarrollo socio-económico orientado a establecer las bases del proyecto moderno en el país. Sin embargo, poco se indagó sobre el significado que adquiere la experiencia de emigración para quienes la realizan o incluso sobre su valor en ciertos procesos políticos. El siguiente artículo se propone mirar el fenómeno migratorio antes y durante el período peronista como forma de entender de qué manera este discurso político y aquella histórica experiencia se co-implicaron. Para ello, en el primer apartado nos ocupamos de mostrar cómo la emigración del santiagueño a otros espacios provinciales impregnó la narrativa local como aspecto constitutivo de la identidad provincial. En el segundo apartado, tomando las solicitudes enviadas por estos pobladores al presidente Perón en 1951-1952. Expondremos cómo la formulación de estas demandas se encuentra parcialmente condicionada por el conflicto entre éxodo o permanencia, aunque intentando intervenirlo, transformarlo. Por último, nos interesa reflexionar sobre las implicancias de la "condición migrante" para pensar el sujeto político.

The migrant character of the rural worker in Santiago del Estero has been commonly associated with the origins of a process of socio-economic development aimed at establishing the bases of the modern project in the country. However its impact, little was has been said about the signification of the emigration experience for those who go through it or even its value in certain political processes. The following article aims to look at the migratory phenomenon before and during the Peronist period as a way of understanding how this political discourse and that historical experience were co-implicated. With this purpose, in the first section, we consider how the emigration of the santiagueño to other provincial spaces impregnated the local narrative as a constitutive aspect of the provincial identity. In the second section, taking into account the requests sent by these residents to President Perón in 1951- 1952, we will explain how the formulation of these demands is partially conditioned by the conflict between exodus or permanence, although trying to intervene or transform it. Finally, we are interested in reflecting on the implications of the ‘migrant condition’ for thinking about the political subject.
