La estrategia exportadora de la industrialización por sustitución de importaciones: debates y resultados (1955 y 1975)

Abstract

El objetivo de este artículo es analizar el comportamiento de la canasta exportadora en Argentina durante las últimas dos décadas del modelo de industrialización, entre 1955 y 1975. Por ese motivo, nos detenemos primero en los debates económicos de la época y luego en el estudio de las exportaciones industriales, indicando los cambios que se verificaron en su comportamiento y composición. Esta indagación muestra la madurez alcanzada por el sector manufacturero nacional, al dar evidencia de un claro “cambio estructural” en las condiciones bajo las que operaba. Si en 1955 las exportaciones industriales eran prácticamente insignificantes, veinte años más tarde aportaban un porcentaje sustantivo del total, y con un peso creciente de las ramas vinculadas a la producción más compleja. Esto no implica negar que la dependencia sobre las divisas seguía siendo la restricción más importante para alcanzar un crecimiento sostenido, sin embargo era a todas luces evidente que el modelo de industrialización había abandonado sus rasgos previos, vinculados a una producción relativamente ineficiente y exclusivamente orientada al mercado interno. En su lugar, parecía surgir un esquema “híbrido” donde sectores modernos con una mayor competitividad internacional permitían avizorar que la propia expansión industrial había comenzado a superar sus anteriores limitaciones estructurales.

The objective of this article is to analyze the behavior of the export structure in Argentina during the last two decades of the industrialization model, between 1955 and 1975. For this reason, we first take into account the economic debates of the time and then in the study of industrial exports, indicating the changes verified in their behavior and composition. This inquiry shows the maturity reached by the national manufacturing sector, giving evidence of a clear "structural change" of the conditions under which it operated. If in 1955 industrial exports were practically insignificant, twenty years later they contributed a substantial percentage of the total, and with an increasing weight of the branches linked to more complex production. This does not imply denying that the dependence on currencies remained as the most important restriction to achieve a sustained growth, however it was evident that the industrialization model had abandoned its previous features, linked to a relatively inefficient production and exclusively destined to the national market. Instead, a “hybrid” scheme seemed to emerge where modern sectors with greater international competitiveness allowed to expect that the industrial expansion itself had begun to overcome its previous structural limitations.
