Organizaciones sindicales y movimientos sociales del mundo del trabajo durante el gobierno de Mauricio Macri (Argentina 2015-2017)

Abstract

Desde la restauración democrática en Argentina es posible determinar un nuevo punto de inflexión histórica caracterizado por la asunción al gobierno nacional de una fuerza política de derecha -liderada por Propuesta Republicana, PRO- con un proyecto socio-cultural que irradia transformaciones en el modo de gestionar el estado y, a su vez, en el funcionamiento de la sociedad. Esto ubica a las organizaciones del mundo del trabajo en un espacio privilegiado de análisis, el que se ve atravesado por los rasgos distintivos con que los miembros del gobierno gestionan el Estado y la dinámica del conflicto social. En este marco de preocupaciones, este trabajo tiene como objetivo principal describir el conjunto de relaciones que establecieron determinadas organizaciones sindicales y movimientos sociales con una fuerza política de derecha que asumió el gobierno, PRO. En este sentido, fue posible observar diferentes tipos de interacciones: 1. de apoyo político; 2. de negociación y diálogo crítico; 3. de confrontación; y, 4. de confrontación desde adentro, producto de la articulación entre diálogo crítico y confrontación. Esta construcción tipológica permitió determinar que el principal hallazgo empírico consiste en que los rasgos novedosos de la acción colectiva se encuentran materializados en la conformación de la Corriente Federal de Trabajadores, liderada por el sindicato de bancarios y apoyada por la Coordinadora de Trabajadores de la Economía Popular (CTEP), la Corriente Clasista y Combativa (CCC) y el Movimiento Evita. Esta articulación política entre organizaciones que representan trabajadores registrados y no registrados se erige sobre la siguiente condición social, la de tener empleo y ser pobre al mismo tiempo.

Since the democratic restoration in Argentina it is possible to determine a new historic inflection point characterized by the assumption of a right-wing political force -led by Republican Proposal, PRO- to the national government with a socio-cultural project that radiates transformations in the way of managing the state and, in turn, in the functioning of society. This places the organizations of the world of work in a privileged space of analysis, which is crossed by the distinctive features with which the members of the government manage the State and the dynamics of social conflict. Within this framework of concerns, this work has as its main objective to describe the set of relationships established by certain trade union organizations and social movements with a right- wing political force, PRO. In this sense, it was possible to observe different types of interactions: 1. political support; 2. Negotiation and critical dialogue; 3. of confrontation; and, 4. confrontation from within, product of the articulation between critical dialogue and confrontation. This typological construction made it possible to determine that the main empirical finding is that the novel features of collective action are materialized in the conformation of the Federal Workers Current, led by the banking union and supported by Coordinator of Workers of the Popular Economy (CTEP), the Class and Combative Current (CCC) and the Evita Movement. This political articulation between organizations that represent registered and unregistered workers stands on the following social condition, that of having a job and being poor at the same time.
