El "canto de cisne" de la industrialización en la Argentina. Desempeño y alternativas en la etapa final de la ISI

Abstract

Este artículo analiza la etapa final de la Industrialización por Sustitución de Importaciones en Argentina, que tiene lugar entre 1960 y 1975. Presentamos, por un lado, los avances y límites estructurales de ese proceso y, por otro, rescatamos algunas ideas y definiciones de política económica que buscaban resolver estas limitaciones. En el primer sentido, destacamos la evolución positiva de algunos factores (como las exportaciones de manufacturas, los cambios en la composición interna del sector y el desarrollo de grandes proyectos en la industria de base) que nos informan sobre la maduración del proceso industrial. En cuanto a las ideas, analizamos las contribuciones intelectuales y los debates, los cuales revelan un consenso relativo con respecto a la necesidad de fortalecer la presencia industrial en los mercados externos y superar, de esta manera, la estrategia de sustitución tradicional, identificada con las propuestas originales de la Comisión Económica para América Latina (CEPAL).

This paper analyzes the final stage of Import Substitution Industrialization in Argentina, which took place between 1960 and 1975. We present, on the one hand, the gains and structural constraints of this process and, on the other, we retrieve some economic policy ideas and definitions that sought to address these constraints. In the first case, we highlight the positive evolution of some aspects (such as manufacture exports, changes in the internal composition of the sector and the development of large projects in basic industry) that inform about the maturation of the industrial process. Regarding the ideas, we analyze how the intellectual contributions and debates reveal a relative consensus around the need to strengthen the industrial presence in external markets and thus overcome the traditional substitution strategy identified with the original proposals of the Economic Commission for Latin America (ECLAC).
