It has often been said that Rosas, in his constant persuit of order in Buenos Aires during his entire political carreer, transferred to and imposed on the city methods and practices already at work in the countryside. Nevertheless, the order estalished on the city had certain elements that were different from those of the rural space, namely the use of “terror”, political crimes not committed by State agents but by a sort of para-police organ, the Mazorca. Why was the main action of this well known group centred on the city and not on the countryside? Unlike popular classes, the porteña elite –who mostly lived in the city– was difficult to be disciplined by governmental institutions, like the police force. The Mazorca, on the other hand, had no limits; nobody could control a corp acting illegally and directly linked to Rosas and the club of Rosist followers called Sociedad Popular Restauradora, to which the Mazorca members belonged. This article analyses the characteristics of the Mazorca; it periodizes its action and traces some of the elements the Regime used to legitimate its presence, such as to mak the Federal cause sacred, its republicanism and its classist component, which had a crucial role within Federalism.
