Politización y controversias: Los CEOS en el gobierno de Cambiemos

Abstract

La relativa renovación del personal político fue una de las novedades más salientes que trajo consigo el gobierno de Mauricio Macri. Desde el inicio, la presencia de empresarios y managers en el gabinete de ministros fue un fenómeno ampliamente debatido en el espacio público, donde se enfrentaron críticas y justificaciones sobre aquel amplio proceso de politización. Este artículo reconstruye, por un lado, la magnitud de la presencia de gerentes en el Estado, y por el otro, los argumentos y contraargumentos que se movilizaron para interpretar dicho fenómeno. Para eso, revisamos los criterios de definición y medición de los cuadros empresarios, y luego sistematizamos las tomas de posición de distintos actores políticos, militantes, periodistas, académicos- en ocasión del recambio presidencial, las elecciones de medio término y la crisis económica de 2018. Se busca así contribuir al conocimiento sobre las características del giro a la derecha y la recepción de sus cuadros en Argentina.

The renewal of the political personnel was one of the novelties that the government of Mauricio Macri brought with it. From the beginning, the presence of entrepreneurs and managers in the Cabinet of Ministers was a widely debated phenomenon in the public space, where criticisms and justifications were confronted regarding that broad process of politicization. This article reconstructs, on the one hand, the magnitude of the presence of managers in the State, and on the other, the arguments and counterarguments that were mobilized to interpret this phenomenon. For that, we review the criteria for defining and measuring business cadres, and then we systematize the positions taken by different actors - politicians, militants, journalists, academics- on the occasion of presidential replacement, midterm elections and the economic crisis of 2018. The aim is to contribute to the knowledge about the characteristics of the right-turn and in Argentina.
