Gestión Integrada de Recursos Hídricos en el Ordenamiento Territorial como aporte al Desarrollo Sostenible del periurbano. El área serrana del partido de General Pueyrredon, provincia de Buenos Aires

Abstract

El objetivo general de esta tesis es incorporar el enfoque de la Gestión Integrada de Recursos Hídricos (GIRH) al Ordenamiento Territorial (OT) a fin de contribuir al Desarrollo Sostenible de espacios periurbanos. El territorio seleccionado para esta investigación es el área serrana del partido de General Pueyrredon (provincia de Buenos Aires), que integra la interfase urbano-rural de Mar del Plata. La metodología empleada es de tipo mixta, combinando enfoques cuantitativo y cualitativo. Se utilizan diferentes técnicas de recolección de datos (documental, conversacional, observacional y experimental) y de análisis de la información (cartográficas, estadísticas y cualitativas). Para cumplir con los objetivos propuestos, se describen los procesos de GIRH y OT y se identifican instrumentos de GIRH en las distintas etapas del OT. Se caracterizan diferentes componentes de los subsistemas físico-natural, físico-construido y socioeconómico del sistema territorial. Además, se analiza el subsistema político-institucional del sistema territorial, con énfasis en las reglas institucionales y los actores de las políticas territorial e hídrica, comparando ambas políticas y evidenciando los vínculos entre dichos actores. Como síntesis del diagnóstico territorial, se determinan 16 Unidades de Integración Territorial. Finalmente, se diseña una propuesta que permita incorporar el enfoque de la GIRH al OT del área de estudio.

The main aim of this thesis is to incorporate the Integrated Water Resources Management (IWRM) approach to Spatial Planning (SP) in order to contribute to the Sustainable Development of peri-urban spaces. The selected territory for this research is the hilly area of the General Pueyrredon Municipality (Buenos Aires Province), which is part of the urban-rural interface of Mar del Plata. A mixed methods research is applied, combining quantitative and qualitative approaches. Several data collection (documentary, conversational, observational and experimental) and data-processing techniques (cartographic, statistical and qualitative) are used. To achieve the proposed aims, the IWRM and SP processes are described and IWRM instruments are identified for the different stages of the SP process. Different components of the physical-natural, built environment and socio-economic subsystems are characterized. In addition, the political-institutional subsystem is analyzed, with emphasis on the institutional rules and the actors involved in spatial and water policies, comparing both policies and presenting the relationships between these actors. As a synthesis of the territorial diagnosis, 16 Units of Territorial Integration are determined. Finally, a proposal is designed to incorporate the IWRM approach to the OT of the study area.
