Apuntes para una historia de la propiedad horizontal en Mar del Plata (1948-1982)

Abstract

El presente escrito tiene por objetivo analizar el fenómeno histórico de explotación turística, económica y financiera del régimen de propiedad horizontal para la construcción de edificios en la ciudad de Mar del Plata (1948-1982). La expansión urbana de estas décadas configuró una transformación sustancial del paisaje edilicio y social de la localidad, generando una ?era dorada? para el mercado inmobiliario local. Para ello, revisaremos y discutiremos una serie de visiones que provienen de los estudios realizados por arquitectos e historiadores, junto a ciertas nociones del saber popular. En este sentido, discutimos la periodización, el nivel de generalización, el rol de los sujetos, la aplicación de la normativa, las formas de financiación, las características de lo construido, el papel del Estado, entre otras. De esta forma, proponemos una indagación novedosa a partir de un conjunto de variables e hipótesis que no habían sido tenidas en cuenta anteriormente.

The purpose of this paper is to analyze the historical phenomenon of touristic, economic and financial exploitation of the horizontal property regime for the construction of buildings in the city of Mar del Plata (between 1948-1982). The urban expansion during that period substantially transformed the building and social landscape of the town, generating a “golden age” for the local real estate market. To achieve this, we will review and discuss a series of visions that arise from the studies carried out by architects and historians, together with certain notions of the popular knowledge. In this context, we discuss the periodization, the level of generalization, the role of the subjects, the application of rules, the forms of financing, the characteristics of buildings, the role of the State, among others. This way, we propose an original research based on a set of variables and hypotheses that had previously not been taken into account.
