Tensiones y conflictos en el peronismo: un análisis a través de la legislatura bonaerense, 1973-1976

Abstract

Los cambios en el peronismo entre 1973 y 1976 fueron vertiginosos. En la provincia de Buenos Aires, el triunfo electoral del FREJULI y la llegada de Oscar Bidegain al gobierno, marcaron el momento de auge de la izquierda. Ocho meses después, luego de la renuncia forzada del gobernador, la primavera política de la Tendencia Revolucionaria llegaba a su fin y el vicegobernador, Victorio Calabró, ligado al sindicalismo ortodoxo, ocupaba la primera magistratura provincial, en un acto que simbolizaba que la derecha peronista llegaba para quedarse. Luego de la muerte de Perón y, especialmente desde julio de 1975, la división entre quienes estaban a favor de la conducción nacional y aquellos que no, provocó realineamientos que afectaron a la totalidad del Movimiento, hasta el golpe de Estado de 1976. La Legislatura de Buenos Aires constituye un espacio privilegiado para observar estos conflictos internos. Este artículo busca identificar los elencos representativos de los sectores que allí coexistieron. Inicialmente, los actores pueden ser identificados como de derecha, izquierda o "históricos", pero en los tres años analizados, se observan posicionamientos y realineamientos que exceden estas categorías. El estudio contribuye a elucidar la complejidad de este proceso desde un ángulo poco frecuentado por la historiografía.

The changes that concerned the peronism between 1973 and 1976 were vertiginous. In Buenos Aires province, the electoral victory of the Frejuli and the arrival to the government of Oscar Bidegain marked the summit of the peronist left side. Eight months later, after the forced resignation of the governor, the political spring of the Revolutionary Tendency concluded and the vicegovernor, Victorio Calabró, tied to the orthodox unionism, occupied the first provincial magistracy in an act that symbolized that the right peronist was coming to remain. After Perón’s death and, specially, from July 1975, the division between who were with the national conduction and who were not provoked realignments that involved to the whole movement until the coup d’état of 1976. The Legislature of the Buenos Aires province constitutes a point of view to observe these internal conflicts. This article tries to identify the representative casts of the trends that coexisted in there. Initially the actors can be identified as left side, right and “historical” of the peronism, but in three analyzed years, it is possible to observe positionings and repositionings that exceed these categorizations. The realized follow-up helps to elucidate the complexity of this process from an unfrequented angle.

Les changements dans le péronisme entre 1973 et 1976 ont été vertigineux. Dans la province de Buenos Aires, le triomphe électoral du Frejuli et l’arrivée d’Oscar Bidegain au gouvernement, ont marqué l’essor de la gauche. Huit mois après, le renoncement forcé du gouverneur ayant eu lieu, le printemps politique de la Tendance révolutionnaire touchait à sa fin et le vice-gouverneur, Victorio Calabró, lié au syndicalisme orthodoxe, occupait la première magistrature provinciale: tout un symbole de la hausse de la droite péroniste. Après la mort de Perón et notamment depuis juillet 1975, la division entre ceux qui étaient pour et ceux qui étaient contre le gouvernement national a provoqué des regroupements qui ont divisé le Mouvement national justicialiste jusqu’au moment du coup d’État de 1976. La législature de Buenos Aires constitue un espace privilégié pour observer ces conflits internes. Il est ici question d’identifier des différentes coalitions qui y ont coexisté. Bien qu’il soit possible d’identifier une droite, une gauche et une frange d’«historiques» parmi les représentants du péronisme, pendant les trois années analysées, il y a eu des réalignements qui ont eu pour conséquence le dépassement de ces catégories. Le propos de cette étude est d’élucider la complexité de ce processus selon un angle peu fréquenté par l’historiographie.
