O idioma português na universidade pública argentina: modalidades e tendências

Abstract

Resumo: O sistema público argentino de educação superior está composto por 59 universidades. Nestas, a língua portuguesa é inserida desde distintas modalidades. Como precedente da preocupação com políticas linguísticas na região, é de reconhecida importância a assinatura do Tratado de Assunção (1991). Mais recentemente, a Lei argentina nº 26.468 (2009) tornou obrigatória a oferta do português no ensino médio, incidindo sobre a demanda de professores. Neste contexto, o objetivo do presente trabalho é mapear as ações na área de políticas linguísticas relacionadas à promoção do português nas universidades públicas argentinas, observando modalidades e tendências. Para tal, realizamos uma revisão bibliográfica e documental (leis, estatutos universitários, planos de estudos etc.), cotejada com informações da Secretaria Nacional de Políticas Universitárias. Concluímos que o plano de integração regional dos anos de 1990influenciou a inserção do português como língua estrangeira nas universidades argentinas. Atualmente, observamos um estancamento nas políticas linguísticas da área.

Argentina’s higher education system is formed by 59 universities, where the Portuguese language teaching is included in different modalities. The signing of the Treaty of Asunción (1991) is a highly relevant precedent within the language policies in the region. Most recently, Argentine Law 26.468 (2009) made the offer of Portuguese language mandatory in high school education, bringing up the demand for teachers in this field. In this context, the aim of this work is to outline the actions in the language policy area, related to the promotion of the Portuguese language in the Argentine public national universities, revealing actual approaches and future trends. In order to achieve this aim, a bibliographical and documentary review (laws, universities’ regulations, and curricula) was undertaken, complemented with information from the National Secretariat for University Policies. The results show that the regional integration plan undertaken during the 1990s did promote the inclusion of Portuguese as a foreign language in Argentine universities, whereas currently there is a stagnation in the language policies in this respect
