El posicionamiento argentino frente al terrorismo internacional en la Asamblea General de la ONU (1992-2017)

Abstract

A partir de los atentados en Estados Unidos en 2001, el terrorismo internacional ha ocupado un lugar central en la agenda de cuestiones de seguridad externa de los países Occidentales. Sin embargo, en el caso de Argentina, es posible rastrear una trayectoria previa dada por los atentados que en los tempranos años 90 sufrieron la Embajada de Israel (1992) y la Asociación Mutual Israelita Argentina (AMIA) (1994) El presente artículo, analiza desde una perspectiva histórica el posicionamiento argentino frente al terrorismo internacional en el ámbito de la Asamblea General de la Organización de Naciones Unidas, desde 1992 hasta el presente. En este sentido, a partir de la contextualización y distinción de cuatro etapas se indaga en aspectos como: la postura de los representantes políticos argentinos en el poder, la identificación de las continuidades yrupturas existentes en la postura argentina y la posible estructuración en el discurso de una política nacional y de Estado frente a este fenómeno.

Since the attacks perpetrated in the United States in 2001, international terro r- ism has taken a central place in the external security agenda of Western countries. In Argentina, however, it is possible to trace this back to the attacks against the Embassy of Israel (1992) and the Mutual Association Israelite Argentina (AMIA - 1994) in the early 1990s. This article analyzes, from a historical perspective, Argentina’s position in conne c- tion with international terrorism in the context of the General Assembly of the United Nations Organization, from 1992 to the present. In this sense, this article investigates the following aspects, distinguishing four stages: the position of the Argentine political repr e- sentatives in power, the identification of continuing and rupturing Argentine positions, and a possible structuring in the discourse of a national and State policy against this phenomenon.
