El vínculo entre Tecnología y Relaciones Internacionales: un primer abordaje y las proyecciones sobre el poder en el mundo tecnológico

Abstract

El presente trabajo presenta un estado del arte que versa sobre la relación entre las Relaciones Internacionales y la tecnología, vinculando los principales enfoques de la disciplina que estudia el ambiente internacional, y los tópicos relacionados a la cuestión tecnológica. Se han sistematizado distintas perspectivas y enfoques que orientan al lector sobre los abordajes del problema tecnológico como un problema internacional. El objetivo es alumbrar la relación existente entre las Relaciones Internacionales y la tecnología, entendida esta como política. El presente artículo aborda los cuatro enfoques clásicos de la teoría de la política internacional, Realismo, Liberalismo, Marxismo, Constructivismo. Conjuntamente, se abarcan las visiones sobre Guerra y política, una revisión de la literatura constructivista que contempla la política tecnológica en los estudios sobre países en vías de desarrollo, y el rol de los actores internacionales; y por último, el factor internet y la masificación de la información y las comunicaciones.

The following paper is a state of the art about the relation between International Relations and technology, linking the main approaches of the discipline that studies the international environment and the topics related to the technological question. Different perspectives guiding the reader on approaches to the technological problem as being international have been systematized. The objective is to shed light into the relationship between International Relations and technology, understanding it as a political bond. This article addresses the four classic approaches to international political theory, Realism, Liberalism, Marxism, Constructivism. Together, it covers the visions of War and politics, a revision of constructivist literature that studies technological politics in the studies on developing countries, and the role of international actors, and, finally, the internet factor and the Massification of information and communications.
