Costos y tarifas de los contratistas de cosecha en la agricultura pampeana, 1991-2014

Abstract

Este trabajo problematiza el significado del contratismo de servicios en el marco de los procesos de concentración económica del agro pampeano durante los últimos veinticinco años. Desde ese enfoque, subraya la tensión entre la centralidad de los contratistas como organizadores del trabajo y demandantes de maquinaria; y por otro, su carácter subalterno entre los actores sociales del sector a la hora del reparto de los dividendos y la toma de decisiones. En nuestro desarrollo nos apoyamos en datos inéditos y de primera mano acerca de las estructuras de costos y las tarifas de los contratistas entre 1991 y 2014, así como en las estadísticas disponibles sobre las cotizaciones agrícolas y la rentabilidad del sector en el mismo período. Asimismo, se comparan las diferencias de variación entre los costos y las tarifas de estos actores, así como la evolución dispar de los grandes rubros de sus gastos, identificando en qué variables descansaron sus estrategias para acumular en un mercado extremadamente competitivo, y cuáles fueron los renglones más problemáticos de sus desembolsos para seguir en carrera.

This work inquires into the meaning of custom work in the frame of the economic concentration process in the pampa´s agriculture, during the last twenty-five years. From this approach, we highlight the tension between the importance of custom work firms as organizers of labor and demanders of machinery; and on the other hand, their secondary role when profits are distributed, and decisions are taken. We based our conclusions on unpublished and first-hand information about the costs structures and the rates of the custom work firms between 1991 and 2014, as well as in the available statistics on the agricultural prices and the profitability of the sector in the same period. Likewise, there are compared the differences of variation between the costs and the rates of these actors, as well as the unequal evolution of the big items of their expenses, identifying in what variables they based their strategies to accumulate on an extremely competitive market, and which were the most problematic costs of their disbursements to continue in career.
