Participación de las elites de las ciudades y pueblos en la reforma constitucional provincial del Chaco de 1994

Abstract

La historia política reciente de la provincia del Chaco, desde el retorno a la democracia en 1983, tuvo dentro de otros sucesos, una reforma constitucional. Dicha reforma impactó notoriamente sobre el sistema político provincial, modificando cuestiones vinculadas al poder ejecutivo. Este trabajo, se propone explicar la participación de las elites partidarias de las distintas ciudades y pueblos del Chaco en la reforma constitucional de 1994. Se presta especial atención a los orígenes y las distintas carreras políticas de los convencionales constituyentes. Se halló que los orígenes de los convencionales constituyentes provenían de diferentes puntos geográficos de la provincia, de partidos mayoritarios y con carreras políticas diferentes. Estos aspectos tuvieron amplia repercusión sobre las ciudades y pueblos de provincia y en especial sobre las elites partidarias provinciales.

The recent political history of the province of the Chaco, from the return to the democracy in 1983, had inside other events, a constitutional reform. This reform had a notable impact on the provincial political system, modifying issues related to the executive branch. This paper proposes to explain the participation of the party elites of the different cities and towns of the Chaco in the 1994 constitutional reform. Special attention is given to the origins and the different political careers of the constituent constituents. It was found that the origins of the conventional constituents came from different geographical points of the province, of majoritarian parties and with different political careers. These aspects had wide repercussion on the cities and towns of province and especially on the provincial partisan elites.
