Un brazo ejecutor para el gobernador provincial: Las primeras décadas del Departamento de Policía de Mendoza (1828-1860)

Abstract

Se analiza la inicial trayectoria del Departamento de Policía de Mendoza para mostrar de qué modo se construyó como repartición diferenciada dentro del organigrama gubernamental aún con la multiplicidad de tareas que atendía, las cuales incluían desde cuestiones sanitarias y de ornato a labores logísticas o de seguridad y control. La hipótesis sostiene, por un lado, que lo policial no se habría delimitado en la época por su objeto de acción ni por su espacio de intervención material, sino por el tipo de procedimiento que desplegaba y el discurso que legitimaba su despliegue cotidiano. Por otro lado, se considera que el poder ejecutivo no solo fortaleció su capacidad de acción a través de la fricción con los otros dos poderes en configuración, asumiendo temporal o regularmente funciones legislativas o judiciales, sino que fue consolidando su propia esfera de actuación, dentro de la cual el jefe y repartición policiales se convirtieron en engranajes clave dada su dependencia directa de él y su propia naturaleza ejecutora.

The initial trajectory of the Police Department of Mendoza is analysed so as to present how it was built as a differentiated division inside the governmental organigram despite the multiple tasks it addressed, which included sanitary and adornment issues as well as logistics tasks, or safety and control. The hypothesis claims that, on one hand, the police would not have been limited by its object of action nor by its space of material intervention but by the type of proceeding deployed and the discourse that legitimated its daily deployment. On the other hand, it considers that not only the executive branch strengthened its action capacity through the friction with the other two branches in configuration, assuming legislative or judicial functions temporally or regularly, but it consolidated its own scope of action in which the Chief Constable and the police headquarters became crucial gears given their direct dependency on him and his own executive nature.
