Santa Cruz (1990-2020): concentración de poder y control sobre el manejo de los recursos mineros

Abstract

Este trabajo expone cómo la estructura política y de consolidación de poder ideada por Néstor Kirchner en la provincia de Santa Cruz desde 1990, ha condicionado los mecanismos de control y auditoría. Entre las medidas más destacables resaltan las reformas de la Constitución y el establecimiento de la ley de lemas, que han permitido la reelección indefinida, y la incorporación de un nuevo mecanismo para la elección de diputados del Congreso provincial. El análisis vincula las consecuencias de estas reformas con el poder de contralor que existe sobre los ingresos que proceden de la extracción minera metalífera, actividad que comenzó con el primer gobierno de Kirchner y ha continuado hasta la actualidad. Se discute sobre la accesibilidad y transparencia de información relativa a los ingresos de la actividad y la gestión de los mismos, cuestionando si esos recursos han sido destinados al desarrollo socioeconómico de los santacruceños. La metodología empleada es de tipo cualitativo, para ello se ha entrevistado a actores clave del proceso, y se han analizado fuentes documentales y bibliografía.

This paper exposes how the political structure and power consolidation devised by Néstor Kirchner in the province of Santa Cruz since 1990, has conditioned the control and audit mechanisms. Among the most notable measures are the reforms of the Constitution and the establishment of the law of slogans, which have allowed indefinite re-election, and the incorporation of a new mechanism for the election of deputies of the provincial Congress. The analysis links the consequences of these reforms with the control power that exists over the income that comes from metal mining, an activity that began with the first Kirchner government and has continued until today. The accessibility and transparency of information related to the income of the activity and its management is discussed, questioning whether these resources have been allocated to the socioeconomic development of the people of Santa Cruz. The methodology used is qualitative, for which key actors in the process have been interviewed, and documentary sources and bibliography have been analyzed.
