Entre cierres y aperturas: Prácticas sociales en la Triple Frontera del Paraná en el contexto de pandemia

Abstract

El presente artículo es resultado de un estudio de caso antropológico, de corte etnográfico, realizado en la Triple Frontera del Paraná (entre Argentina, Brasil y Paraguay), uno de los trifinios de mayor visibilidad en Sudamérica. En esta región transfronteriza, se habilitan dinámicas, movilidades y circulaciones que exceden a las fronteras nacionales pero que, al mismo tiempo, hacen uso de ellas en sus prácticas cotidianas. Poniendo el foco en el lado argentino de estas fronteras, este artículo tiene como objetivo analizar qué ha sucedido con estas prácticas en un contexto excepcional de emergencia sanitaria pandémica. A partir de marzo de 2020, un cierre de fronteras sin precedentes –decretado por los tres países colindantes–, provocó interrupciones y alteraciones en las movilidades de quienes transitan en la región. Para indagar en cómo la gente vivió este cambio abrupto, se analizan los testimonios de personas que transitan y son interpeladas por los controles fronterizos en esta región, y de aquellas que los ejercen, que fueron recopilados en pleno cierre pandémico. Además, se recuperan las representaciones de la prensa en este periodo, las cuales contribuyen a exponer dos prácticas fronterizas, una de atravesamiento y otra de reforzamiento, que tomaron lugar en este trifinio durante el cierre de fronteras.

This article is the result of an anthropological case study, of an ethnographic nature, carried out in the Paraná Tri-Border Area (between Argentina, Brazil, and Paraguay), one of the most visible tri-border areas in South America. In this cross-border region, dynamics, mobilities and circulations are enabled that exceed national borders but, at the same time, make use of them in their daily practices. Focusing on the Argentine side of these borders, this article aims to analyze what has happened to these practices in an exceptional context of a pandemic health emergency. As of March 2020, an unprecedented border closure –decreed by the three neighboring countries– caused interruptions and alterations in the mobility of those who travel in the region. To investigate how people experienced this abrupt change, the testimonies of people who transit and are questioned by border controls in this region, and those who exercise them, which were collected during the pandemic closure, are analyzed. In addition, the representations of the press in this period are recovered, which contributes to exposing two border practices, one of crossing and the other of reinforcement, which took place during this triennial border closure.
