Indicadores de un funcionamiento problemático del complejo agroexportador pampeano

Abstract

Las exportaciones de cereales y oleaginosas constituyen el principal rubro del comercio exterior argentino, dado que representan el flujo neto más importante de divisas provenientes del exterior y por ostentar el mayor peso en la recaudación por derechos de exportación. En esta ponencia se analiza la información correspondiente a este complejo en lo que va del siglo XXI a partir de la construcción de dos indicadores que permiten cuantificar tanto la eficacia en el cobro de las “retenciones” como la correspondencia entre la liquidación de divisas en el mercado de cambios oficial argentino y el valor efectivamente exportado. Los resultados a los que se llega hablan de considerables déficits en ambas variables.

Grain and oilseed exports are the main item of argentine foreign trade, since they represent the most important net flow of foreign currency from abroad, and because they account for the largest share of export duties. this paper analyzes the information corresponding to this complex so far in the 21st century based on the construction of two indicators that allow quantifying both the efficiency in the collection of“retentions” and the correspondence between the liquidation of foreign currency in the argentine official exchange market and the value effectively exported. the results show considerable deficits in both variables.
