La intervención del Banco Mundial en la educación durante la transición democrática argentina: Actores, políticas y sentidos asociados a la reforma educativa (1983-1989 )

Abstract

Este trabajo reconstruye el proceso de intervención del Banco Mundial en la educación argentina durante la transición democrática argentina y, más específicamente, en el gobierno del presidente Raúl Alfonsín (1983-1989). Los antecedentes de este han focalizado el análisis sobre los años subsiguientes donde se ponen en acto reformas educativas orientadas por recomendaciones del organismo, como condición para alcanzar el financiamiento. Con el objeto de indagar las orientaciones políticas y los sentidos que ambos actores elaboran para la reforma educativa, este trabajo recupera el proceso de diálogo y negociación entre el gobierno argentino y el Banco Mundial a través de fuentes documentales y orales. Este abordaje pretende de comprender a las políticas en un marco amplio, no sólo en su dimensión prescriptiva sino, más bien, en el entramado de sentido donde se traducen, interpretan y recontextualizan.

This work reconstructs the World Bank intervention process in Argentine education during the Argentine democratic transition and, more specifically, in the government of President Raúl Alfonsín (1983-1989). The antecedents of this work have focused the analysis on the subsequent years when educational reforms are implemented, guided by the agency’s recommendations, as a condition for obtaining financing. In order to investigate the political orientations and the meanings that both actors elaborate for the educational reform, this work recovers the process of dialogue and negotiation between the Argentine government and the World Bank through documentary and oral sources. This approach aims to understand policies in a broad framework, not only in their prescriptive dimension but, instead, in the framework of meaning where they are translated, interpreted, and recontextualized.
