Una descentralización controlada: El Régimen de Coparticipación Vial Municipal de la provincia de Buenos Aires (1957)

Abstract

Este trabajo aborda el Régimen de Coparticipación Vial Municipal de la provincia de Buenos Aires y sus potenciales efectos, en un contexto en el que los caminos de la red terciaria se convirtieron en un asunto socialmente problematizado. Con el objetivo de contribuir al estudio histórico de la gestión de los caminos rurales, y en base al análisis de contenido de fuentes primordialmente oficiales (legislación, memorias gubernamentales, informes, publicaciones periódicas), se indagarán tanto el diseño y los criterios subyacentes en la nueva normativa como sus resultados iniciales en materia de recursos, profesionalización y equipamiento de las comunas. La hipótesis consiste en que la descentralización fiscal vial habría sido una política de fortalecimiento a las instituciones locales –aunque supeditándolas al control del gobierno provincial– a fin de impulsar el desarrollo del interior rural provincial.

This paper deals with the Municipal Road Co-participation Regime of the province of Buenos Aires (decree-law 17.861 / 1957) and its potential effects, in a context in which the roads of the tertiary network became a socially problematic issue. In order to contribute to the historical study of the management of rural roads, and based on the content analysis of primarily official sources (legislation, government reports, reports, periodicals), both the design and the underlying criteria in the new regulations are looked into, as its initial results in terms of resources, professionalization and equipping of the communes. The hypothesis is that the fiscal decentralization of roads would have been a policy of strengthening local institutions –although subjecting them to the control of the provincial government– in order to promote the development of the rural interior of the province.
