Apego al poder efímero: la relación de Argentina con Gran Bretaña y China en contextos internacionales favorables

Abstract

El objetivo de este trabajo es analizar la respuesta de Argentina a los contextos internacionales favorables determinados por Gran Bretaña y China en diferentes momentos, con el fin de describir el uso que su política exterior hizo del poder acrecentado en cada contexto. En el estudio realizado se consideran dos períodos: 1890-1914, dominado por el país europeo, y 2002-2011 en el cual gravitó la potencia asiática. Se trata de la observación de dos experiencias de política exterior muy diferentes entre sí, pero que coinciden en el denominador común de la posesión de poder material. Se concluye que en ambos casos la política exterior no configuró un poder político superador del rédito económico obtenido en cada contexto favorable, desestimando la apertura o ampliación de márgenes de maniobrabilidad internacional a través de la cual podría haber restringido la dependencia con un actor y multiplicar la dependencia con muchos actores para posicionar el país de manera estable en el mundo, o bien para escalar hacia la autonomía.

The objective of this work is to analyze Argentina’s response to the favorable international contexts determined by Britain and China at different times, in order to describe the use that his foreign policy made of the accumulated power in each context. In the realized study there are considered to be two periods: 1890-1914 dominated by the European country, and 2002-2011 in which it gravitated the Asian potency. It is a question of the observation of two very different experiences from foreign policy between themselves, but who coincide with the common denominator of the possession of material power. It is concluded that in both cases foreign policy did not set up a political power that exceeded the economic revenue obtained in each favorable context, dismissing the opening or widening of international maneuverability margins through which it would have restricted dependence with an actor and multiplied dependence with many actors to position the country in a stable way in the world, or to scale toward autonomy.
