Agua y política: Creación de la municipalidad y contexto de sanción del primer reglamento de aguas en San Salvador de Jujuy (1852-1860)

Abstract

Los estudios sobre los Valles Centrales de la Provincia de Jujuy son los menos desarrollados dentro de la historiografía local y regional. En ese ámbito, sólo contamos con algunas aproximaciones generales sobre la propiedad de la tierra y sus transformaciones en la primera mitad del siglo XIX. Las siguientes décadas de esos años no han sido estudiadas. En ese marco, el uso del agua para riego y para el abastecimiento de la ciudad fue una problemática central para impulsar un despegue productivo de la región y una necesidad derivada de la conflictividad social ocasionada por su distribución. En este artículo pretendemos analizar las primeras medidas destinadas a regularla como así también el contexto de sanción del primer reglamento de aguas, que ocasionó una disputa de poderes en los niveles de estatalidad en pleno proceso de conformación del Estado Provincial jujeño.

The studies on the Central Valleys of the Province of Jujuy are the least developed within local and regional historiography. In that area, we only have some general approaches to land ownership and its transformations in the first half of the 19th century. The following decades of these years have not been studied. In this context, the use of water for irrigation and for the city's supply was a central problem to promote a productive takeoff of the region and a need derived from the social conflict caused by its distribution. In this article we intend to analyze the first measures aimed at regulating it, as well as the context of sanctioning the first water legislation which caused a dispute over powers at the state level in the process of forming the Jujuy provincial state.
