Planificar el territorio desde el paisaje: El caso de la ciudad de La Plata

Abstract

Para abordar la presente investigación se parte de comprender al paisaje como el resultado de la interacción entre el hombre y la naturaleza. Se propone realizar un análisis sobre la estructura formal del paisaje en el Gran La Plata, entendiendo al paisaje como factor clave para la ordenación territorial. La metodología adopta-da parte de elaborar un primer diagnóstico de la región para identificar los distin-tos tipos de usos de suelo y la superficie de ampliación del área urbana en las últimas tres décadas. En una segunda instancia, se elaborará una síntesis del diag-nóstico urbano?territorial y se determinarán los tipos de paisaje identificados en el área de estudio, permitiendo de esta manera hacer un diagnóstico de paisaje que contemple la problemática de la expansión del área urbana. Finalmente, se desarrollará una tercera etapa que incluye estrategias y lineamientos que posicio-narían más eficientemente al área de estudio frente a las nuevas tendencias de crecimiento que exigen a las ciudades un desarrollo urbano más sustentable. En este sentido, el conocimiento sobre el paisaje debe apuntar a la acción, a frenar la pérdida de identidad y calidad paisajística, abocándose a identificar e impulsar desde un enfoque interdisciplinar los valores y las características del paisaje.

To approach this research, we start by understanding the landscape as the result of the interaction between man and nature. It is proposed to carry out an analysis on the formal structure of the landscape in Gran La Plata, understanding the landscape as a key factor for territorial planning. The methodology adopted is based on a first diagnostic of the region to identify the different types of land uses and the urban expansion area in the last three decades. In a second instance, a synthesis of the urban–territorial diagnosis will be elaborated and the types of landscape identified in the study area will be determined, allowing in this way to elaborate a landscape diagnosis that contemplates the problem of the urban expantion area. Finally, a third stage is developed that includes strategies and guidelines that would position the study area more efficiently in the face of the new growth trends that demand a more sustainable urban development for cities. In this sense, knowledge about the landscape must point to action, to stop the loss of identity and landscape quality, focusing on identifying and promoting the values and characteristics of the landscape from an interdisciplinary perspective.
